Thank you for contacting Microsoft Community.
Just a few questions first, to get a clear picture of the issue;
- Are you trying to copy/cut/paste/drag the files from "Network Location" or on a "Local Drive"?
- Did you made any changes prior to the issue?
I suggest you to follow the Method below and check if it helps.
Method 1: Starts Windows in Safe Mode:
Starts Windows in safe mode and includes the network drivers and services needed to access the Internet or other computers on your network. Refer below link.

Note: On "Startup Settings Screen" press "5" to enter in "Safe Mode with Networking" and check if you are able to copy/cut/paste/drag the files and folders. If not proceed with Method 2.
Method 2:Create a user account:
This behavior can occur if "Current User Account is Corrupted or Infected by Virus". Refer the below link.

Note: Refer Section "Create a local account".

I have exactly the same issue as JabenHighley and I suspect so do thousands of others. IT'S A BUG MICROSOFT!! We're just trying to tidy up a few files in the documents folder - pretty standard stuff really. The reply above is completely unhelpful and next to useless and I've given up trying to keep all my files in order as it takes forever.
Can we please have a proper fix before there's no other option but to go and buy a Mac!

I concur with G H Blair: This is a common and bad problem. The recommendation is not productive. All I want to do is delete or move a file. I have to rename a file I want to delete to trash 1 or trash 2 and then move them to temp trash folder I make on my desktop. How can there not be a better way to do this simple task?

I also have this exact problem, just like the others. I don't really think it's a bug, but a practical troubleshooting guide would be great

January 2015, and the problem is still there. I'm trying to rename a bunch of folders on our server, and it is taking me forever.

Same problem.
I am using both OneDrive and Dropbox, and OneDrive makes me crazy while Dropbox is very stable

I wish I had found this forum long ago! My tech support, including HP Tech support kept telling me that it was 'the software.' They kept inferring it was MY embroidery (unique to very few of us) program.
NO ONE was willing to say the words "it is a Windows 8 problem."
I too have this issue. I turn off and restart the pc, take a break (to ease my frustration) and return where I can finally do what I need to do.
Apple likely got a big push when Win 8/8.1 came available. The whole of MS should hang their heads in SHAME.
May you be blessed in ways you have not yet imagined.

All answers from Microsoft regarding this ongoing problem, both here and elsewhere, are complete bull****, and you would have to know that is the case.
Why can't you just admit that this is a bug to which you have no answer, instead of wasting everyone's time chasing nonsense suggestions which do not and cannot work.
If you know of anyone, anywhere, who has ever come up with a practical and universally applicable fix to this problem we'd all be delighted to hear it.
In the meantime, how about a bit of straight honesty.

Wow thank you for taking the time to explain this problem so succinctly. This is the EXACT problem I have and I can tell you it is a big PROBLEM in our small company. We are having to put files inside files that are named the same just because we can't move them. Yikes. I can't imagine that the sum total of all Microsoft advice is open in SAFE MODE every time you want to move files around. I remember a time when my computer did these simple tasks without hesitation (even across a network) and no, not everyone has a virus as the reason this simple task is not being completed properly. I eagerly await a solution that is better than this and hope that they have read this thread when working on Windows 10. Alas, I have no choice but to run Windows but boy if I did!

It's been months since I wrote that post. Here's the update:
I've abandon Windows 8.1 "Pro" for any serious work. It's a cute toy for browsing the web, listening to music or playing a game here and there, but has proven to be a joke on the professional front.
I picked up an old 2009 Intel Macbook on Craigslist. For the purposes mentioned at the beginning of this thread, OSX works perfectly. It is not difficult to use. I've yet to have one single issue with copying, pasting, deleting or renaming files. I can do a large amount of actual work without interruption, incident or frustration. I don't get error messages or crashes. I can trust it to function correctly.
The other thing that I've found that's rock-solid is Windows XP. Though some Google searching I got it to run as a virtual computer on my current, problematic, Windows 8.1 machine. If I'm on-the-go and don't want to bring the Mac along, I can fire up that old trustworthy copy of XP in it's own window on my PC, dump the files I need to process over to the virtual machine and rock n' roll. I simply move them back over when I'm done. - Yes, XP is unsupported at this point and known to have security bugs, but my solution there is to not let it touch the internet; I only use it to pick up the slack where Windows 8.1 fails: basic file handling.
...It is all a bit much though. One can only hope this Win10 scheduled out in a few days will live up to the hype.
